The Annual Meeting of the Mill Creek Homeowners Association will be held Wednesday, May 6, 2026, at 7 pm. We will meet at the County office building at 1600 Fifth Street, located on the east side of Fifth Street south of I-64.
The Annual Meeting is our once-a-year opportunity to come together as friends and neighbors to conduct the necessary business of the association that we share and is critical to the successful continuation of the association as an organization. Agenda items will include the election of Directors to the Board, an update on the Biscuit Run Greenway, and reports from the Treasurer, Architectural Review Committee, and Grounds Committee.
The HOA Board of Directors has been negotiating with Albemarle County for more than eight years regarding an easement through HOA property along Biscuit Run. The County desires an easement to establish a greenway trail between Biscuit Run Park and the future trail hub to be developed near the Fifth Street Station shopping center (Wegman's). The easement would run along the old roadbed from the Southern Parkway right-of-way to the southern boundary of HOA property and allow for an improved trail to be 6 to 8 ft in width. A copy of the easement text is on the HOA website https://millcreekhomeowners.org and will be emailed or mailed to Mill Creek property owners. A legal surveyed plat of the proposed easement is being prepared and will be displayed at the annual meeting. Approval of this easement requires a two-thirds vote of approval by homeowners to allow the Board to agree to the easement. Information about the easement will be presented at the meeting with lots of time for questions. Each property is entitled to one vote, and voting will begin at the annual meeting on May 6.
