Welcome to the home page of the Mill Creek HOA Election Committee!

On this page you will find Bio's and photos of the 2016 Nominees for election to the Board of Directors. Questions for the nominees can be routed via the email link below each nominee's name. The official election will be held at 7:00 PM on Wednesday, April 20th 2016 in the Media Center (Library) at Monticello High School. If you cannot attend, please sign and return the Proxy Form which has been mailed to your address on record.

Robert J Finley

Robert J. Finley, who goes by Rob, moved to Mill Creek with his wife Sandy in August 2015.  Rob and Sandy moved to Charlottesville from Champaign, Illinois, where both had retired from the University of Illinois. Rob is a geologist who worked for the Illinois State Geological Survey where he was involved in full-time research.  Prior to living in Illinois, Rob and Sandy lived in Austin, Texas, where Rob also worked as a geologist and served one term on the Austin Environmental Board.  Prior to that, Rob did graduate work at the University of South Carolina in Columbia, SC.  Charlottesville was attractive to Rob and Sandy because their daughter and grandkids live in Newport News, and because after Illinois (think: a really, really flat place), wooded hills and topography seemed like a nice change.

Ben Whitmer

Ben and his wife Lucy moved to Charlottesville from NYC in May of 2015. In October of 2015, they moved to Mill Creek with their dog Lady and have enjoyed getting to know their neighbors. Formerly with J.P. Morgan in New York, Ben now works for Virginia National Bank on Pantops. The Whitmers enjoy participating in several community programs, including the Literacy Volunteers of Charlottesville/Albemarle.

David Golladay

I worked for the Rivanna Water & Sewer Authority in their water department for over 40 years.  Retired 2 ½ years ago from the position of Water Department Manager.  I was responsible for general oversite of the department including water quality, personnel, budgeting, maintenance, and reporting.

I served on the BOD for the Charlottesville Swing Dance Society for a number of years.  This included two stints as President, each spanning approximately 2 years.

André La Velle

My name is André La Velle and I have owned a home in Mill Creek for over two years.  I am looking to be on the board because I feel that it is in Mill Creek’s best interest that property owners oversee and manage our neighborhood vs. a management company.

About me: I am a musician and a freelance audio person with an extensive background in interactive media.  I am also currently finishing up a second masters degree from Penn State in music theory.  As a bassist, I play jazz and other music around town in addition to performing with the Charlottesville and Waynesboro Symphonies.  I am also a composer and write for acoustic ensembles and chamber groups and compose electroacoustic music as well.  I like to garden and take my dogs out for walks in our fine neighborhood.

Kevin Palm

I have lived in Mill Creek since 2012. I am married to Rachael Palm and
we have a new daughter Penelope who was born on 2/21 of this year and
a dog named Harry. I have worked in the insurance industry since 2003.
I moved to Charlottesville in 2005 and graduated from Radford
University in 2000 and then received a graduate degree from Virginia
Tech in 2002.

Leigh Wion

Leigh has lived in Mill Creek since 1992 and has owned 2 homes in the neighborhood.  After a one year hiatus, she returned and purchased the second home because of the proximity to Downtown and interstate, the natural setting, and the cul-de-sac design of the streets.  You will often find Leigh and her wife Lori working in the yard tending to the landscaping and gardens.
